The data shows that 90% of the world's energy-saving lamps are produced in China, while the proportion of energy-saving lamps in China is less than 20%. In the domestic energy-saving lamp market, the price and quality of energy-saving lamps have always plagued consumers, and the reality of saving electricity and saving money makes it difficult for small light bulbs to enter thousands of households.
Some experts estimate that if all the existing incandescent lamps in China are replaced with energy-saving lamps, the country can save more than 60 billion kWh a year. However, due to the general lack of awareness of energy conservation, energy-saving actions are not widespread, and the current situation of energy-saving lighting in China is rather severe. To change this dilemma, the author believes that government departments should make a difference.
First, eliminate backward energy-saving lamps and keep the industry healthy. At present, China has more than 500 energy-saving lamp manufacturers and thousands of brands. Due to its high quality and low price, China has become the world's largest producer of energy-saving lamps. However, the enterprises that produce inferior products give the dealers more profits, and the market is full of inferior products, which makes the formal enterprises inferior in the competition. Relevant government departments should increase supervision and standardize market behavior, remove unqualified products, and cancel the brand to withdraw from the market.
Secondly, learn from foreign advanced experience and encourage consumers to use high-quality energy-saving lamps by sending coupons. It is understood that incandescent lamps are no longer sold in the EU market. The EU countries not only compensate companies that develop low-cost, long-life energy-saving lamps, but also compensate households that purchase energy-saving lamps. The US Energy Policy Law also stipulates that for users to purchase and install energy-saving lamps, 75% of the cost can be borne by the government first. Consumers can get a US$3 subsidy for each US energy-saving lamp. In this way, consumers will not be worried about saving energy and saving money. In this regard, some cities in our country have already begun operations. It is reported that Changzhou City, Jiangsu Province will install energy-saving lamps for free for low-income families. This Huimin project is also one of the specific measures to implement energy conservation and consumption reduction in Changzhou. Changsha City, Hunan Province will also guide and encourage ordinary people through government preferential policies. Use high quality energy saving lamps.
In addition, help companies actively promote energy-saving lamps. Many large supermarkets in China charge 80%~100% of the ex-factory price of the energy-saving lamps. The domestic brands with insufficient funds are forced to transfer to the building materials market, so that the high-priced foreign brands are unified in the supermarket. In order to replace an energy-saving lamp, ordinary families have to go to the special lighting market to buy, which is inconvenient and unrealistic. The relevant government departments should make a difference in changing the circulation system. For example, the entry fee for the domestic energy-saving lamps collected by the supermarket should not exceed 20% of the ex-factory price.
To resolve contradictions, technology is important, and institutions are always more important than technology. It is not enough to save energy by calling alone. We need more energy saving in the system.
