It is understood that the project is one of the key projects of the Chinese Academy of Sciences in science and technology aid to Xinjiang. It is a combination of the advanced technology of the Shanghai Institute of Optics and Fine Mechanics of the Chinese Academy of Sciences and the resource advantages of Xinjiang, which will effectively promote the development of the LED lighting industry in Xinjiang.
The project was invested and built by Shanghai Optoelectronics Technology Co., Ltd., which was jointly registered by Shanghai Optoelectronics Institute, Xinjiang Amethyst High-tech Industry Co., Ltd. and Tieqi Power Tools Co., Ltd. The project plans a total investment of 900 million yuan, divided into three phases of construction, the first phase of investment of 30 million yuan, the construction of "LED sapphire crystal growth" project. The 9 sapphire crystals that were off the assembly line were produced by 200 sapphire crystal growth and deep processing lines, each weighing 35 kg. 
On October 28th, the launching ceremony of “Xinjiang Amethyst LED Sapphire Crystal Off-line†and “China Xinjiang LED Sapphire Industrialization Base†was held in Urumqi High-tech Zone (New Urban Area), which is the first LED sapphire industrial base in Xinjiang.
