Urban lighting planning is an emerging subject. As we all know, in 1989, two urban lighting planning projects in Lyon, France (by Mr. Alain Guilhot of Architecture Lumiere) and the British Edenburg (by LDP's Andre Tammes and Graham Phoenix) were the first in Europe and even the world's first. A lighting plan for the entire city. Since then, the concept of urban nightscape planning has been embedded in the imagination of city governments around the world. The LUCI organization now has more than 50 member cities, and they share their experience in lighting and affecting nighttime images.
Along with all these new concepts and principles, especially innovation-centered ideas, there are many different interpretations of what urban lighting planning needs to cover. Only CIE, the international lighting standard setter, is editing a guide for urban lighting planning (TC 5.2.1).
A disappointing result of all these different interpretations of the content of urban lighting planning is that many theories of urban managers responsible for project implementation lack practical value. While these planning theories show valuable and predictable goals, they often lack all the important goals and practical standards needed to achieve them. These standards include predictive lighting engineering issues, planning regulations, financial advice, operational and maintenance methods, system management and project review structure recommendations. In this presentation, Mr. Andre Tammes will discuss the development of urban lighting planning as a developing strategy and examine the sustainable and operational tools and methods that municipal governments need to achieve lighting planning.
