The Measures for the Administration of Electrician Access to the Internet has been approved by the Ninth Chairman's Office Meeting of the State Electricity Regulatory Commission on December 13, 2005. It is hereby promulgated and will be implemented as of March 1, 2006.


Electrician network access operation management method

Chapter I General Provisions

Article 1 In order to strengthen the management of electricians entering the network, standardize the licensing behavior of electricians into the network, and ensure the safety of electricity supply and use, these measures are formulated in accordance with the Regulations on the Supply and Use of Electricity and relevant state regulations.
The second method applies to the examination, application, acceptance, examination, decision, registration and supervision of the electrician's network operation permit.
Article 3 The State Electricity Regulatory Commission is responsible for organizing the national electrician network access permit examination, guiding and supervising the issuance and management of the national electrician access network operation permit.
The dispatched institution of the State Electricity Regulatory Commission (hereinafter referred to as the Licensing Authority) is responsible for the examination, acceptance, review, decision, registration and daily supervision and inspection of the electrician's network operation permit within the jurisdiction.
Article 4 The electrician's network access permit is a valid certificate for the electrician to qualify for the network. The electrician working in the network shall obtain the electrician's network access operation permit and register in accordance with the provisions of these Measures. Persons who have not obtained an electrician's network access permit or who have not registered an electrician's network access permit may not enter the network.
The electrician working in the network referred to in these Procedures is a person engaged in electrical installation, testing, overhaul, operation, etc. on the user's power receiving device or power transmitting device.
Article 5 The licensing authority shall, in accordance with the principles of openness, fairness and impartiality, accept and supervise the electrician's network operation permit, and accept social supervision.

Chapter II Classification

Article 6 The electrician's network access permit is divided into three categories: low pressure, high pressure and special.
If you obtain a low-voltage electrician into the network operation permit, you can engage in low-voltage operations such as electrical installation, overhaul, and operation at voltage levels below 0.4 kV.
If you obtain a high-voltage electrician into the network operation permit, you can engage in electrical installation, maintenance, and operation of all voltage levels.
If you obtain a special type of electrician's network access permit, you can perform special operations such as electrical test, secondary installation and commissioning, and cable work on the power receiving device or power transmitting device.
Article 7 The electrician working in the network shall engage in the network operation within the scope of work determined by the electrician's network access operation permit.

Chapter III Examination

Article 8 The electrician's access to the network is subject to the implementation of the national unified examination system.
The electrician's network operation permit examination implements a unified national outline, unified propositions, and unified organization.
Article 9 The State Electricity Regulatory Commission shall be responsible for the unified organization of examinations, examination and examination of subjects, examination outlines and eligibility criteria, and examination, supervision and guidance of examinations.
The licensing authority is responsible for the specific organization and implementation of the examinations in the jurisdiction.
Article 10 The license organ shall organize the implementation of the electrician access network operation permit examination, which shall be held in public, and the registration conditions, application methods, examination subjects, examination outline and examination time of the examination shall be announced in advance.
Article 11 The electrician's network access permit test includes two parts: the written test and the actual operation test.
Article 12 If a person who participates in an electrician's network operation permit examination has passed the examination, the license authority shall issue a notice of passing the examination. The test results are valid for 5 years.

Chapter IV Application

Article 13 The application for an electrician to enter the network operation permit shall be submitted in writing within the time specified by the licensing authority.
Article 14 The application for an electrician to enter the network operation permit shall meet the following conditions:
(1) At least 18 years of age, and the man is under 60 years old and the woman is under 55 years old;
(2) The level of education above junior high school;
(3) The results of the electrician's work permit examination are qualified and within the validity period;
(4) Being in good health, there are no diseases or physical defects that hinder the operation of the net.
Article 15 The following materials shall be provided for applying for electrician access to the network:
(1) an application;
(2) A copy of the ID card;
(3) Two photos of 1 inch bareheaded front color;
(4) Notice of eligibility for the entry of the electrician into the net operation permit;
(5) A copy of the academic certificate;
(6) The results of medical examinations provided by hospitals above the second level.

Chapter V Acceptance and Decision

Article 16 When an application is received by a licensing authority, it shall examine whether the application materials are complete and conform to the statutory form, and shall deal with them separately according to the following conditions:
(1) If the application materials have errors that can be corrected on the spot, the applicant shall be allowed to make corrections on the spot;
(2) If the application materials are incomplete or do not conform to the legal form, they shall inform the applicant of all the contents that need to be corrected on the spot or within 5 days;
(3) If the application materials are complete and conform to the statutory form, or if the applicant submits all the application materials in accordance with the requirements of the licensing authority, it shall issue a notice of acceptance to the applicant.
Article 17 The licensing authority shall make a licensing decision within 20 days from the date of acceptance. If a decision on granting a license is made, the applicant shall be notified within 10 days from the date of the decision to issue a permit; if the decision is not made, the applicant shall be notified in writing, and the notice shall state the reasons for the disapproval and inform The applicant has the right to apply for administrative reconsideration or file an administrative lawsuit according to law.

Chapter VI Registration

Article 18 The electrician's network access operation permit shall be registered with the license authority. Registration is divided into initial registration and renewal registration. Registration is valid for 3 years.
Article 19 When the licensing authority makes a decision on granting permission in accordance with Article 17 of these Measures, it shall go through the initial registration formalities at the same time.
Article 20 If the licensee needs to continue to engage in network operations after the expiration of the validity period of the registration, the application for renewal registration shall be submitted to the licensing authority within 30 days before the expiration of the validity period of the registration. If the registration procedure for renewal is not completed within the time limit, it shall be deemed as not registered and shall not be engaged in network operations.
Upon expiration of the registration period, if the licensee suspends the operation of the network and needs to engage in network operations, the licensee shall renew the registration before engaging in the network operation.
Article 21: To apply for renewal registration, the following materials shall be provided:
(1) The electrician enters the network operation permit;
(2) Record of the licensee's network operation behavior;
(3) The licensee shall have the certification materials for the requirements of entering the network, learning new technologies and accepting the teaching of accident cases;
(4) The results of medical examinations provided by hospitals above the second level.
After suspending the operation of the network and applying for renewal registration, the license authority shall provide the materials specified in items (1), (3) and (4) of the preceding paragraph, and provide the actual organization through the licensing authority. Proof of operational assessment.
Article 22 The licensing authority shall, within 15 days from the date of receipt of the application materials for renewal of registration, make a decision on whether to approve the renewal of registration. If a decision is made to approve the renewal of registration, the registration procedure for renewal shall be processed.
If a decision not to renew the registration is made, the applicant shall be notified in writing of the reasons for not renewing the registration, and the applicant shall be informed of the right to apply for administrative reconsideration or file an administrative lawsuit according to law.

Chapter VII Supervision and Inspection

Article 23 The State Electricity Regulatory Commission shall strengthen the supervision and inspection of the licensing authority's implementation of the electrician's access to the network, and promptly correct the illegal acts in the implementation of the license.
The licensing authority shall supervise and inspect the licensee's work in the network.
Article 24 The licensing authority shall establish management files for the licensees engaged in network operations within the jurisdiction, implement tracking management, and perform supervisory responsibilities.
Article 25 If the licensee enters the network, he/she shall carry an electrician to the network for work permit.
Article 26 The licensing authority shall carry out the following inspections on the personnel engaged in network access according to law:
(1) Whether the personnel entering the network have obtained the electrician's network operation permit and registered;
(2) Whether the scope of operation of the network meets the scope of the permitted operation;
(3) Whether the behaviors and safety guarantees for network access are in compliance with the regulations for network access.
Article 27 The licensing authority has the right to stop the entry of personnel who have not obtained the electrician's network access permit or the unregistered electrician's network operation permit, and has the right to stop the operation of the electrician in violation of the regulations and have the right to have potential safety hazards. The network operation environment proposes rectification requirements.
Article 28 The inspection status of the licensing authority and the relevant processing results shall be recorded and signed by the inspectors. The public has the right to inspect the inspection records of the licensing authority.
Article 29 The employing unit of the electrician working in the network shall cooperate with the licensing authority to supervise and inspect the licensee and notify the licensing authority in time to inform the licensee of the network access operation.
The employer shall not arrange for personnel who have not obtained the electrician's network access permit or the unregistered electrician's network operation permit to enter the network, and shall not provide false certificates to the licensee, and shall not retaliate against those who refuse to enter the network and report to the network. A person with a safety hazard at work.
Article 30 No unit or individual may forge or alter the electrician's network access permit; the licensee shall not alter, resell, lease, lend or transfer the electrician's network access permit.
Article 31 If the electrician's network access permit is lost or damaged, the licensee shall promptly explain the situation to the licensing authority and apply for renewal or reissue according to the regulations.
Article 32 In any of the following circumstances, the licensing authority shall, in accordance with the law, go through the formalities for cancellation of the electrician's network access permit:
(1) The licensee dies;
(2) The physical condition of the licensee is no longer suitable for network operations;
(3) The electrician's network operation permit is revoked or withdrawn according to law, or the electrician's network operation permit is revoked according to law.
Article 33 Any organization or individual that discovers illegal activities engaged in network operations shall have the right to report to the licensing authority, and the licensing authority shall promptly verify and handle it, and reward those who report meritorious service.

Chapter VIII Penalty

Article 34: Staff members of the licensing organs abuse their powers, neglect their duties, engage in malpractices for personal gains, and impose administrative sanctions on those directly responsible and other directly responsible persons; if they constitute a crime, they shall be investigated for criminal responsibility according to law.
Article 35 If a driver who has not obtained an electrician's network access permit or fails to register in accordance with the regulations and engages in network operations, the licensing authority shall order it to stop the relevant activities and impose a fine of not more than 500 yuan.
Article 36 If the applicant conceals the relevant information or provides false application materials, the licensing authority shall not accept and give a warning, and will not accept the application for permission within one year.
Article 37 If the licensee obtains an electrician's network operation permit or registration by fraudulent or bribery, the license authority shall revoke the license or register, and will not accept the application for permission or registration within 3 years; , pursue criminal responsibility according to law.
Article 38 If the licensee fails to engage in network operations in accordance with the regulations, or engages in network operations beyond the scope of the permit, the licensing authority shall order the correction, give a warning, and impose a fine of 200 yuan or less.
Article 39 If the licensee alters, resells, leases, lends an electrician into the network operation permit, or illegally transfers the electrician into the network operation permit in other forms, the licensing authority shall give a warning and impose a fine of 500 yuan or less; Investigate criminal responsibility according to law.
Article 40 If the licensee does not carry an electrician into the network operation permit with him or her in the network, the licensing authority shall order it to make corrections, give a warning, and impose a fine of 100 yuan or less.
Article 41 If the employer recruits or arranges for those who have not obtained the electrician's network access permit or the electrician's network access permit to be engaged in the network operation, or fails to cooperate with the permit authority to supervise and inspect according to the regulations, the license authority shall give a warning. And a fine of 10,000 yuan or less.

Chapter IX Supplementary Provisions

Article 42 The electrician's network access permit shall be uniformly printed by the State Electricity Regulatory Commission.
Article 43 These Measures shall come into force on March 1, 2006.
